Henrique Martins

Graduate in Medicine with a Master's and Doctorate in Management, Master's in HIV/AIDS and Administrative Law (Thesis on state responsibility in the use of AI in NHS hospitals). He was one of the first CMIOs in Portugal, president of SPMS for almost 7 years, and co-chair representing all Member States of the EU eHealth Network, the highest eHealth policy body in the European Union. Elected member of the International Academy of Health Sciences Informatics in July 2020. National Defence Auditor. Since August 2020, he has been a member of the Board of Directors of the HL7 Europe Foundation. Internist, www.henriquemartins.eu for the WHO and other organisations, and University Professor at ISCTE-IUL, FCS-UBI, Korea University Medicine (Visiting Professor), he teaches and researches in Digital Health, Health Systems and Transformation, Leadership and Management for Students and Health Professionals. He is the author of a series of articles, some of which examine new trends in digital health at international, national and hospital level. Coordinator of a CSA called XpanDH, which aims to support the development and adoption of the European Electronic Health Record Exchange Format (https://xpandh-project. iscte-iul.pt/), and is now coordinator of two EU-funded projects in the area of health interoperability (XiA – Xpanding Interoperability Alliance, and i2X – Intelligent Implementation of the EHR eXchange format).
