Dr. Wuleta Lemma is an Associate Professor at Lusófona University in Lisbon and a Research Scientist at the Centre for International Studies (CEI), ISCTE – Instituto Universitário de Lisboa, Portugal. She is also the CEO of Lalibela Global-USA and an Honorary Associate Professor at Wollo University, Ethiopia.
With 28 years of experience across more than 20 countries, Dr. Lemma specializes in human resources for health, digital health, artificial intelligence, international public health, pandemic surveillance, and organizational leadership. She has led numerous multimillion-dollar international projects and served on global health review panels for the NIH (USA), Wellcome Trust (UK), and the African Union.
Her achievements include establishing Africa’s first Master’s program in Health Monitoring and Evaluation at Jimma University and designing Ethiopia’s first accelerated training program for health information technicians, graduating over 4,000 professionals. In partnership with Microsoft and Wollo University, she also founded Ethiopia’s first App Academy to empower young ICT graduates and advance the country’s digital economy.
Dr. Lemma is passionate about empowering Ethiopian and African youth through digital innovation. She holds a PhD and MPhil from the Liverpool School of Tropical Medicine (UK), an MPH from Emory University, and a BSc from Spelman College (USA). She is currently pursuing a second PhD in Natural Language Processing and Artificial Intelligence at ISCTE, Portugal.
