Catarina Paulino

Catarina holds a degree in Accounting and Finance from the Polytechnic Institute of Setúbal, a diploma in Hospital Administration from ENSP at Universidade Nova de Lisboa, and a postgraduate degree in Finance and Business Control and a specialisation in Taxation from Iscte – Instituto Universitário de Lisboa. She has additional training in strategic areas of health management, including Artificial Intelligence in Health, Leadership Healthcare Delivery, and Internal Auditing.

Currently serves as Executive Member with responsibility for finance at ULS Estuário do Tejo, EPE. She served as Director of Planning and Management Control at ULS Amadora/Sintra, EPE (2011-2025), where she was responsible for budgeting, management control, economic and financial analysis, institutional reporting, investment planning and team coordination. She was Manager of the Integrated Ophthalmology Responsibility Centre, Local Risk Stratification Liaison, Internal Auditor, Controller and Head of Accounting and Billing Services at ULS Amadora/Sintra, EPE, accumulating more than 20 years of experience in hospital management, both in the public and private sectors.

Catarina has participated in and led several structural projects, such as the implementation of Home Hospitalisation, Ophthalmology CRI, Business Intelligence, Analytical Accounting, SPMS tools, and business plans for new health units. She is co-author of publications on hospital financing and a member of the Monitoring Committee for CRI pilot projects with teams dedicated to emergency care.

Catarina was a member of the Board of the Portuguese Association of Hospital Administrators (terms 2022–2025 and 2025–2028) and the Board of the Tuberous Sclerosis Association in Portugal (since 2011).
