Luís Patrão has a bachelor's degree in Law from Universidade de Coimbra and was and high-level executive and manager of Public Administration, being the manager of several companies, public and private, and commercial strategy consultant. He was the president of the Executive Committee at DECO and Chief-of-Staff to Prime Minister in 2 Governments. He was the President of Turismo de Portugal, IP, since its founding until 2011. He lectures at PAGETUR, in the Executive Program in Tourism. He was the Secretary of State for Internal Administration and is a deputy and manager of Partido Socialista. He is the author of 2 books on Citizen's Rights and coordinator of Guia de Viagens a Portugal.
