João Moreira Rato

João Moreira Rato is a Invited Associate Professor at Universidade Nova de Lisboa, NOVA IMS. He has a B.A. in Economics from Universidade Nova de Lisboa and an MA in Economics and a PhD in Economics from the University of Chicago. He has taught in the College of the University of Chicago and was a Teaching Assistant in the PhD program in Econometrics courses. He is also a research associate at the Systemic Risk Centre at the LSE. He worked in London in Fixed Income from 2000 to 2012, working at Goldman Sachs, Lehman Brothers and Morgan Stanley. Additionally, during this period, he was a partner at a newly launched Global Macro Hedge Fund based in London. In 2012, João Moreira Rato became the Chairman and CEO of IGCP, the Portuguese Debt Management Office and Treasury. In that role, he was responsible for designing and successfully executing a strategy that brought Portugal back to the medium- and long-term sovereign debt markets, during the European sovereign debt crisis. He has been chosen as Chairman of Banco CTT in 2019 and was a non-executive board member at Omtel, a telecom towers company. In the last few years, he has been working with Oliver Wyman on the set-up and build-up of the Kuwait DMO and in assessing another DMO in the Middle East.
